Mrs. Vanessa Flores (Managing Director)
Industrial Engineer from Santa Maria University, Caracas, with Master degree in Financial Management from Metropolitana University, Caracas. Since its initiation in the Venezuelan oil industry in 2003, Flores has held several analytical and leadership positions such as Senior Analyst of Refinery Economics, Leader of Refining Management Evaluation and Leader of New Refining Business. In 2014, she was appointed Manager of Refinery Planning at PDVSA, whose role is amongst others to integrate and consolidate the planning and control processes of the National Refining System. As of September 2017, Mrs. Flores holds the position of Managing Director of Refineria Isla Curaçao B.V.
Mr. Ricardo Servage (Operations Manager)
Chemical Engineering degree (Master) from the University of Twente. Mr. Servage started to work at Refineria Isla in 1992. During the first 20 years he occupied several technical and supervisory positions in the Process Engineering department. Since the end of 2011, he started to work in the Operational department as Superintendent of the Cracking and Conversion area. In February 2017 Mr. Servage was assigned Operations Manager.
Mr. David de Haseth (Technical Services Manager)
Applied Physics degree (Master) from the Delft University of Technology, the Netherlands. Joined the Isla refinery in 1995 and has since occupied different technical and supervisory positions in the areas of Process Engineering and Operations. Mr. De Haseth held the position of Operations Manager from January 2014 until February 2017. In March 2017 Mr. de Haseth was appointed Technical Services Manager.
Mr. Edmundo Mirabal (Maintenance & Shutdown Manager)
Materials Engineer from Simón Bolívar University, Caracas with Doctorate degree in Physics & Chemistry from Université de Dijon, France. In 1984 he joined PDVSA-Intevep working in research and technical assistance for the Venezuelan oil industry. He has been working at the Isla refinery since 1991. He has occupied different technical and supervisory positions in the areas of Corrosion & Metallurgy as Senior Engineer and Department Head, Inspection Department Head and Reliability Superintendent. In 2005 he was appointed Manager of Fluid Catalytic Cracking Turnaround. One year later, in 2006, he was appointed Shutdown Manager and from 2016 to 2017 he acted as Refineria Isla’s General Services Manager. Since 2018 he is the refinery’s Maintenance & Shutdown Manager.
Mr. Lucas Beaujon (Human Resources Manager)
Bachelor of Science degree in Electrical Engineering at the Rensselaer Polytechnic Institute and Master degree in Business Administration at the University of North Carolina at Chapel Hill – Kenan-Flagler Business School. In 1989 he began his career at the Isla refinery as Electronic Engineer in the Instrumentation Department and since 1993 he fulfilled several financial positions such as, Analyst in the Financial Evaluation Department, Analyst Operating Budget and Section Head Contracting Out & Financial Evaluations. From 2008 to 2013, he held the position of Major Project Financial Coordinator. Mr. Beaujon holds the position of Human Resources Manager since January 2014.
Mrs. Edseline Francisca (Legal Affairs Advisor)
Graduated as ‘Meester in de Rechten’ at the University of the Netherlands Antilles in Curaçao and obtained her Master of Law, International Finance and Banking at the Washington College of Law, Washington, D.C., U.S.A.. She joined the Isla refinery in February 1987 and occupied the position of Legal Affairs Assistant till 1998.
In 1998 Mrs. Francisca was appointed Legal Affairs Advisor. She has replaced the Human Resources Manager and the Department Head Industrial Relations on several occasions during short periods of absence.
Mr. Earl Balborda (Public Relations Manager & General Services Manager)
Bachelor’s degree in psychology from the University of Tampa. In addition twice certified as a senior professional in human resources management (SPHR designation) by the HR Certification Institute in Alexandria, Virginia. Mr. Balborda started his career at the refinery in 1994 as a Training Analyst in the Organizational Development (OD) Department. From 1999 onward, Mr Balborda occupied different senior level human resources management positions in the banking – and consulting industries. In 2011 Mr. Balborda returned to the refinery as the Head of the Human Resources Planning and Development department. During 2013 and 2014 Mr. Balborda was a Minister within the Government of Curaçao. In 2015 he returned to the refinery as a department head within the General Services administration. Effective 2018 Mr. Balborda is the refinery’s acting Public Relations Manager and acting General Services Manager.
Mrs. Angeline Guillermo (Finance Resources Manager)
Bachelor’s degree in Business Administration from the University of the Netherlands Antilles. Ms. Guillermo joined the refinery in 1988 as an Administrative Assistant of investment projects in the Technical Services Special Projects Department. Since 1990 she has been part of the Finance Administration Resources. Ms. Guillermo has occupied supervisory positions in almost all of the departments of Finance Administration Resources by being Section Head Contracting, Section Head Operating Budget, Section Head Cash, Banking & Insurance, Treasurer, Department Head Budget & Contracting and Department Head Accounting. Currently Ms. Guillermo is the refinery’s acting Finance Resources Manager.
Mr. Irwin Bernadina (Hygiene, Safety and Environmental Control Manager)
Bachelor’s degree in Mechanical Engineering from the University of the Netherlands Antilles. Mr. Bernadina started his refinery career in engineering as Mechanical Design Engineer in 1988. Throughout his career at the refinery, Mr. Bernadina has held numerous positions including Project Coordinator, Inventory Analyst for Rotating Equipment Spares, Section Head for Procurement of projects and Turnaround Material, Superintendent Fire Prevention and Control and Superintendent Safety. As of 2017 Mr. Bernadina is the acting Hygiene, Safety and Environmental Control Manager of and is also is the Incident Commander within the emergency organization of the refinery.
Mr. Javier Specht (Loss Prevention and Security Manager)
Started his career at the refinery as a network operator in 1988 and stayed in this position till 1994. From 1995 to 1996 he became a computer operator (Mainframe, S36, PC’s etc.) From 1997 to 2006 be operated as a business analyst supporting mailing systems, SAP and others. In 2007 he became a security contingency analyst in charge of performing information security tasks such as; systems vulnerability assessment, risk analysis, contingency plans evaluation, disaster recovery strategies, security awareness training to personnel. In 2011 he has appointed as head of the Security Information Technology department. In 2013 he joined the local police academy to become an extraordinary police officer. Since April 2018 he is occupying the position of Loss Prevention and Security manager beside the position of department head security information technology.
